With todays technology and advanced printers with scanners anything is possible. You will not be working with the original but a computerized version. There is a free option named Gimp. Gimp is a free image editing software that can help you get the job done. Just google for it and download. On the web there are plenty of tutorials that can help you get started. Another option for cheap photo restoration services is to find someone who can restore you photo for his portfolio. The main question is where to find those retouchers. Google for photo restoration companies but use advanced search to find recent results. You will get a list of fresh retouching companies. Today I was looking for photo restoration effects for psp. I did’n find anything and I started to think what these effects are and how to make them. Applying effects on psp requires a lot of time. The reason for this is that psp controls are not suitable for photo restoration. For example, if you need to remove scratches from your photos, you need to move the cursor along the scratch a lot of time with high level of precision. Further processing of pictures requires that all actions are carried out in exactly the right place.
